PARKING STANDARDS OUTSIDE THE RIVER LOOP

OUTSIDE THE RIVER LOOP, All development proposals will be expected to provide adequate parking and service space on site in accordance with the borough Council’s adopted parking standards set out in Appendix 2 of this plan. However, in locations that are well served by public transport, the Council will negotiate with developers to reduce on site car parking provision below that set out as the maximum standard, provided that this would not have a detrimental impact on highway safety.

Reasoned Justification

Whilst ensuring that sufficient car parking is provided to ensure that there are no highway safety or amenity problems within the vicinity of a site, the Borough Council does wish to encourage developers to consider carefully the extent of on site car parking required for a development. On sites served by good public transport into the River Loop, or where occupants are within walking distance of the centre, lower levels of car use should be encouraged. Therefore, where suitable alternative modes of transport are readily available developers will be encouraged to reduce the level of car parking that would normally be provided on the site. Whilst the standards set out in Appendix 2 are the maximum levels of parking the Borough Council would accept and no minimum levels are stated, in most instances, depending on the nature of the development and its location, the provision of car parking will be determined in accordance with the nature of the development, its location and the highway safety and amenity issues.

Due to the rural nature of much of the Borough and the high car ownership, the extent to which the Council can influence the use of the car is limited and any reduction will be a long term process.

Cycle parking is expressed as a minimum and the Council will encourage developers to provide in excess of these standards where sites have good links into the cycle route network. Provision should be made at suitably located positions where bicycles will be highly visible within the site to emphasise the importance of security.

Car parking facilities will be expected to include larger parking spaces for people with reduced mobility and such spaces should be located where they can most easily access the proposed facility.

CAR AND CYCLE PARKING STANDARDS

 

1. Context.

These standards have been prepared largely as a result of this Council’s past experience of the traffic implications relating to particular forms of development. They have also been drawn from standards used by other local authorities.

Although these standards have been prepared to reflect current types of development in the Borough, as the nature of development changes in the future, it is recognised as normal practice that it may be necessary for these standards to be revised from time to time.

2. Use of the Car Parking Standards.

The standards should be used as a guide for developers so that a site can be readily assessed. For this reason the standards have been kept simple so that complicated calculations and disputes over interpretation can be avoided.

The standards for car parking provision represent the maximum levels of provision that would normally be considered acceptable. The standards are to be operated in a flexible fashion according to the individual needs of each development and their likely vehicular attraction. In accordance with guidance set out in PPG13 car parking provision at less than the standard suggested will normally be allowed unless the highway authority considers that safety and / or environmental standards are threatened.

The standards should be regarded as relating to a site where both development and car parking will be provided within the curtilage of the site. However, there are some circumstances where such a situation is not possible, or desirable. In some developments it may be preferable to group the parking and servicing facilities for each unit in a shared communal area. Where such areas are provided, these should be well lit, designed to enable vehicles to manoeuvre easily, surfaced in low maintenance materials and conveniently located in such a way that users are positively encouraged to park vehicles off the street.

All garages and parking spaces must be completed prior to the occupation of the related development.

3. Disabled Parking Provision.

In order to meet the needs of physically handicapped people, others with mobility difficulties and those with young children, 10% of all car parking spaces shall be provided to ‘mobility’ standard (min. Width 3.6m). One half of the ‘mobility’ spaces shall be signed as being for the exclusive use of disabled ‘orange badge’ holders. Where less than 10 spaces are to be provided, at least one of the spaces shall be to a ‘mobility’ standard.

4. Parking Space Size and Layout.

A car parking space should be 2.5m wide and 5m long. On site manoeuvring space should also be provided.

A parking space for an articulated vehicle should be a minimum of 3.5m wide and 15.5m long.

The proposed standards include provision for visitor car parking as required. They do not include provision for manoeuvring / turning into and out of the spaces, or for servicing the development to which they relate. On site servicing facilities shall be provided requisite for the size of the proposed development. Similarly, space should be provided for the manoeuvring of vehicles into and out of the car parking spaces.

A single persons parking bay should be 3.6m x 5m inclusive of a 1.2m x 5m cross hatched wheelchair transfer bay to one side. Where bays are grouped in pairs the transfer bays may be shared with a 2.5m x 5m standard bay to achieve the desired result. Where the bay is alongside a 1.2m wide footway, this will satisfy the transfer bay requirement.

Disabled reserve bays should also be:

(i) located no more than 50m from the appropriate accessible building entrance,

(ii) where possible provided under cover,

(iii) linked to the entrance by a safe and level route where wheelchair users do not need to cross vehicular routes. Where they do, pavements should incorporate dropped kerbs in accordance with B.S. 5810,

(iv) and suitably marked and signposted from the site entrance.

5. Cycle Parking provision.

Unlike car parking provision, these standards are to be considered as a minimum level of provision. A minimum of 1 cycle stand must be provided for all developments falling within the remit of these standards.

The Council will be seeking to encourage the use of secure, covered parking for staff parking (e.g. lockers) and would normally support the use of stands such as the ‘Sheffield’ stand for customer and visitor parking.

All cycle parking should be appropriately located within the development where it can be easily overlooked to ensure maximum levels of security.

6. The River Loop Area of Shrewsbury

The standards set out below will be applied in all areas outside the River Loop Area of Shrewsbury. Within the Loop the Council will seek to resist all new private non residential parking and will only require developers to provide parking in association with residential developments.

The standards set out below apply to all the types of developments identified, whether new build or conversions:

Residential:

New Dwellings (including conversions)

i 1-3 beds 2 Car parking spaces per unit

ii 4+ beds 3 Car parking spaces per unit

iii group parking 1.5 Car parking spaces per unit

Where it is proposed to construct flats, either from new build or conversion, developers will be required to provide secure cycle storage at a minimum level of one space per 3 flats.

Elderly persons accommodation

Residential or nursing home:

1 Car parking space per staff member based on maximum staff at any one time, plus one Car parking space per 3 beds

1 Cycle stand for visitors per 20 residents

1 Cycle stand per 3 members of staff.

Sheltered accommodation:

1 Car parking space per warden plus

1 Car parking space per three beds where occupants are infirm and/ or in need of care

1 Cycle stand per 10 units.

Bungalows/ flats for the elderly:

1 Car parking space per unit, with or without warden control

Residential Hostels:

1 Car parking space per staff member based on maximum staff at any one time

Additional Car parking spaces depend on occupancy

 

Commercial:

Hotels:

1 Car parking space per bedroom

1 Car parking space per 3 staff

1 Car parking space per 3m2 net public bar area
