5.0 Conclusion
5.1 Whilst the proposals outlined above are intended not to be too prescriptive in relation to the possible uses which might be accommodated on the site, the following planning principles which underpin this brief are considered particularly important:-
(i) that whilst the comprehensive redevelopment of the whole site is the Council’s preferred option, development in two halves would be considered;
(ii) that before any planning permission is determined, the developer(s) will be required to discuss and negotiate with the Environment Agency in respect of the implications of flood flows etc.;
(iii) that redevelopment makes provision for an improved access to Frankwell car park as shown on plan 2;
(iv) that a development scheme for the site should be the subject of a comprehensive transportation impact assessement
;(v) that every attempt be made to incorporate the two established warehouses at the site into a redevelopment scheme;
(vi) that the design of new built form befits the prominence and visibility of a prime riverside site in an historic town. Views north/south through the site should be provided.
