Guidance Notes for Applicants


Introduction

Grants administered by Development Services cover a wide range of work both in rural and urban areas and are generally offered to encourage the repair and re-instatement of the historic built environment. The schemes and guidance notes for each grant are set out below. Please check before submitting the form that you have selected the correct grant scheme. At present, the funding regime only allows for one application, per property, per year. Professional fees are only eligible if the agent, who should be a member of a relevant professional institute, is providing the full service, which includes the supervision of the contract. A contribution towards the cost of V.A.T. will also be made, unless the applicant is able to recover V.A.T

  • Building Conservation Grant 

Grants are offered through this scheme in partnership with English Heritage and are targeted at specific areas of the Town Centre Conservation Area. These are:

  • Mardol and adjacent shutts;

  • St. Michael's Street and Castle Foregate;

  • Wyle Cop: including St. Julian's Friars;

  • Frankwell: including New Street;

  • The Square: Including Princess Street;

A contribution of 40% can be offered towards the eligible expense of approved repairs to the structure and fabric of buildings of historic or architectural interest.

Works normally eligible to receive grant aid include: Structural repairs, such as underpinning, repairs to the roof structure, re-roofing, rainwater goods, external joinery, chimneys, walls, floors, damp proofing and timber treatment. Reinstatement works are also eligible to receive grant; in such cases there must be clear evidence of the original feature to be re-instated, in order to be considered for grant aid. In addition, the scheme also covers some environmental works such as paving, landscaping, etc.

  • Historic Buildings Grant (HBG)

Funds for this scheme are provided by the Borough Council and a 40% contribution, up to a maximum of £ 5,000 per application can be offered towards the eligible expense of approved repairs to the structure and fabric of buildings of historic or architectural interest in the rural area of the Borough. Works normally eligible to receive grant aid are as those described under CAPS, with the exception of environmental works.

  • Conservation Enhancement Grant (CEG)

Funds for this scheme are provided by the Borough Council and a 40% contribution, up to a maximum of £ 3,000 per application can be offered towards the repair and enhancement of unlisted buildings or structures that are of architectural or historic interest, or make a contribution to the historic environment. The type of projects which may be eligible under this scheme are;

  • The repair and restoration of architectural features of prominent buildings, for example, the roof or external joinery and also free standing structures, such as waterpumps, summerhouses, etc;

  • The renewal or introduction of paving schemes and landscaping, for example around a public building;

  • The replacement of existing or the erection of new items such as parish notice boards, dovecotes, village clocks, fountains, sundials, seats, etc, in traditional materials.

Whilst this scheme does not make funds available for the enhancement or repair of village halls or amenity items, like bus shelters, litter bins and other such facilities, priority will be given to applications for;

  • Properties within conservation areas;

  • Properties covered by Article 4 and 4(2) Directions restricting the installation and replacement of windows, doors, porches and front garden walls.

 


The Application Process


This enquiry form should be completed, detached and submitted together with a detailed schedule of work, quotations, and current photograph(s) of the property or scheme if available. A site visit will be arranged to advise applicants on the eligibility of the proposed work and the availability of funds. An application may then be invited. Applications will not be accepted where work has already commenced without written approval. The application will then be processed and if all the information is correct, a written offer is made.

When offering grants, the Borough Council will attach the following standard conditions, although special conditions relating to specific aspects of the scheme may also be attached at the discretion of the Council.

  1. No work should start without prior written approval of the Council and such work shall be in accordance with a specification approved by the Council;

  2. The appropriate officers of the Council have the right to inspect the work in progress and on completion and all work shall be carried to their complete satisfaction;

  3. All necessary statutory approvals, including planning permission, listed building consent and building regulation approval (where appropriate) have been obtained prior to the commencement of work;

  4. The Council has the right to recover the amount of grant in full where a property is sold within three years of the date of the final payment.
