A) Access, Security and Fencing
AQ1. How will the sports village be protected from vandalism and the staff be protected? (01.10.04, Public Meeting)
AA1. It is planned that the site will be constantly manned. It will also be designed to have clear views wherever possible across the facilities. The landscaping will be thus designed and there will be fencing around the premier pitch and the hard surface pitch. There will be a presence on site 24 hours.
AQ2. There is a need for security and on-site staff to avoid problems. (01.10.04, Public Meeting)
AA2. There will be a team of 15 employees and there will be a person responsible for security living on the site.
AQ3. We should be explaining to children via their schools that any damage to the fences and site is affecting their parents financially. (26.05.05, Public Meeting)
AA3. Agreed. Alan Wallin and Alan Jones are already liasing with schools and we will recommend that this issue be raised. It also needs to be reiterated that the fences are there for health and safety reasons.
AQ4. Why were there fences around the woodland, and why have they gone now? (26.05.05, Public Meeting)
AA4. It is usual practice that once the main contractor takes legal possession of a site the entire site is fenced in for legal and health and safety reasons: the woodland is part of the Sports Village site. However, after meetings with the project team and the contractor Bluestone, it has been agreed that the woodland area can be released for public use. This is because work in this area is not scheduled for some time, and another fence in place on the other side of the woodland can act as the site boundary.
The project team was made aware that the woodland contained a homemade BMX track and wherever possible wanted to keep such facilities open to the public.
Further on in the Sports Village construction programme the woodland will be worked on - hard surface paths will be laid to enable buggies and wheelchair users to enjoy the space. It has not been confirmed how the area will be controlled whilst this work is undertaken but the project team will look at alternatives to fencing it off and wherever possible implement the method that causes the least disruption to users.
It is not possible to release any other areas of the site in this way because of the nature of the work involved and for legal and health and safety reasons.
AQ5. Will work start on site before the summer holidays? (26.05.05, Public Meeting)
AA5. Although work will not start before half term. We are aware that at weekends and holidays the site is more vulnerable to abuse and that measures must be taken to keep the site secure. The project team is working with the contractor to ensure that the fence perimeter is maintained, and we will increase signage around the site to make potential trespassers aware of the consequences and danger of entering the site. The project team will constantly monitor the situation and appreciate any comments from members of the public.
AQ6. Can we use the existing dog path during construction? The cycle track fence will block this route. (26.05.05, Public Meeting)
AA6. The cycle track fence will not block the route totally as it will be at least 7 metres from the hedge and woodland to the east of the site.
AQ7. A gate has been erected near the TA Centre entrance that is too high to get over, especially with a large pet. (26.05.05, Public Meeting)
AA7. This problem has already been resolved with a style now installed. The old gate will be removed ASAP.
AQ8. What security measures will be in place at the site during construction? (26.05.05, Public Meeting)
AA8. The contractor is currently strengthening the fences. Once the site has more activity it will hopefully deter people from trespassing. The site will be constantly monitored and reviewed. The SABC Clerk of Works, Henry Purcell, will have an office on site.
AQ9. Will the current openings into the site remain? (26.05.05, Public Meeting)
AA9. Yes. The hedge around the perimeter will be strengthened through further planning, but the current openings and entrances will stay in the same place. We will confirm this.
After the meeting the Project Manager ascertained that access off Pimley Lane is not formally recognised and it is intended to close these informal gaps off. Please access the site from Sundorne Road or cycle route 81.
AQ10. Will there be uniformed security on site when it opens? (22.06.05, Public Meeting)
AA10. There will not be uniformed security guards but security has been planned. It will be a fully managed site with a large staff and coach presence. High quality CCTV will cover the site and the lodge resident will have a security brief.
AQ11. Will the CCTV be monitored? (22.06.05, Public Meeting)
AA11. Yes, during the day in the sports hall reception office and at nighttime in the lodge. The CCTV quality will be high enough specification to be used as evidence in the event of prosecution, and SABC will seek to prosecute where necessary.
AQ12. Will graffiti be a problem? (22.06.05, Public Meeting)
AA12. Security measures will be in place to deter graffiti, including the use of surfaces that will deter it for example the use of textured surfaces.
AQ13. When the drainage works were undertaken there was no fence around the works and this posed a health and safety risk. (22.06.05, Public Meeting)
AA13. The enabling drainage was a separate project. After the meeting the project team consulted with the Engineering Services manager who commented that whilst the more minor works did not require Herace fencing, post and wire fencing was used and site operatives kept a watchful eye to ensure that no-one could get close to the works. No excavations were left open overnight.
AQ14. What if there is a fight on the pitch? (22.06.05, Public Meeting)
AA14. The referee of the game should be able to prevent this, but measures are in place such as the site being fully manned, and risk assessments undertaken when necessary.
AQ15. The fences are tied to some of the trees - is this causing damage to them? (22.06.05, Public Meeting)
AA15. The Project Manager has asked the contractor to report on the matter. After the meeting the contractor has confirmed that the trees affected are trees that will be removed to allow construction of the cycle track.
AQ16. Is it correct that some adults have been seen breaching the fences? (20.07.05, Public Meeting)
AA16. Unfortunately yes and the most disappointing thing about this is the message it is sending out to younger local residents and the risk to life and limb people are exposing themselves to. The fences are there for the safety and protection of everyone working on the site and those outside the site. Wherever possible SABC will seek the prosecution of individuals breaking or attempting to break the fencing.
AQ17. I have seen children swinging on the fencing. (20.07.05, Public Meeting)
AA17. SABC is aware of this problem and it is been continually monitored. Since construction work began in earnest the problem has decreased dramatically with no instances reported in the last two weeks until this one. The project team is aware that children may be feeling frustrated as they will not be able to use the site over the summer holidays. The team is looking for alternatives and there is the possibility that the area of land currently set aside for a possible health centre could be released and the grass cut so it can be used for informal play. The project team will update on this matter once a decision has been made.
AQ18. The trees at the entrance have been removed. Will they be replaced? (24.08.05, Public Meeting)
AA18. The SABC Tree Officer assessed the situation and recommended that the trees be removed, as they would be damaged during the construction process. As part of the landscape plan trees will be re-instated in this area to create a welcoming entrance and help block sound and light coming from the facility.
AQ19. What time will the gates shut? (Public Meeting, 24.08.05)
AA19. The Sports Village will close at 10pm. It is planned that everything will be closed and locked by 10.30pm.
AQ20. Why are the fences being moved? (14.09.05, Public Meeting)
AA20. The herace fences are being moved so the new paths can be constructed.
AQ21. Wouldn't it be useful to have a marked area for a helicopter to land in the event of any accidents in the Sports Village? (14.09.05, Public Meeting)
AA21. This has not been thought necessary, but the pitches could be used as a landing spot for a helicopter when necessary.
AQ22. When will the path running along the west of the site be open? (07.11.05, Public Meeting)
AA22. This is most likely to be sometime at the beginning of November, however this is dependent on the weather.
AQ23. There is a mess in the woodland - branches have been broken, a tree has been pushed over, there is litter and a scaffolding pole is partially buried in the landscaping near the cycle track. (07.11.05, Public Meeting)
AA23. The Clerk of Works reports that this has now been addressed. Broken branches have been cut back, however they will not be cleared away as the Great Crested Newt expert advises they should be allowed to rot on site.
AQ24. There are roots coming through the new woodland paths already. (07.11.05, Public Meeting)
AA24. Work in this area is being progressed and the finished work will be inspected by the architect to ensure the quality specified is reached.
AQ25. Why have buddleia trees been taken down at the edge of the woodland (by the picnic table near the canal)? (07.11.05, Public Meeting)
AA25. The only trees cut were ones that disrupted the new paths. All the trees were marked by the architect as being a problem prior to their removal.
AQ26. The hedge has been cut by the bus shelter at Pimley Lane - will this gap remain? (07.11.05, Public Meeting)
AA26. Yes. The gap is at the end of one of the new footpaths and will have a barrier system to provide a safe exit onto the road footpath. This will happen in four places along Sundorne road.
AQ27. Walking to the martial arts centre in the dark whilst the works are underway can be very difficult - the road is uneven and cracked. Could some temporary lighting be erected? (07.11.05, Public Meeting)
AA27. The project team has contacted the Contractor who will now improve the temporary road surface. The project team will also contact the martial arts centre and request the leaseholder to ensure that the external lights are switched on when needed.
AQ28. There are big breaks in the hedge by TA Centre and Pimley Lane which lead to paths on site. Will there be any barriers to prevent children and dogs running out onto Sundorne Road? (07.11.05, Public Meeting)
AA28. Pedestrian barriers (standard highway spec design - same as used outside school entrances) are to be provided in the pavement (as part of the highway alterations) in front of each of the three access points to prevent children running out into the road. AQ29. There used to be a walk along by hedge that joined up with woodlands. Will the new paths join up and allow a similar walk? (07.11.05, Public Meeting)
AA29. Yes this is planned.
AQ30. What work is being carried out by the toucan crossing on the opposite side to the Sports Village? (11.01.06, Public Meeting)
AA30. This work is part of the gas and electricity installation for the Sports Village.
AQ31. Will pedestrian barriers be installed at all points where paths exit the Sports Village? There is currently not one at the path by the SCC centre. (11.01.06, Public Meeting)
AA31. Yes, all paths will be suitably protected. The path referred to in the question is still under construction.
AQ32. I am unhappy about the proposed change to the opening hours. I live near the Village and it will be very disruptive.
AA32. The change has been made due to demand of the users. The licence application will be submitted imminently and provides an opportunity to comment and/or object. AQ33. I am concerned that the proposed opening hours will encourage youths to use the Village inappropriately.
AA33. The licensing application will state exactly the terms of the proposed licence. To comment on the application call 01743 281376 or email licensing@shrewsbury.gov.uk .
AQ34. Which users did you ask when considering the opening hours?
AA34. The main consultation was carried out by Shrewsbury Leisure's Project Co-ordinator. He consulted various user groups e.g. footballers, cyclists, climbers and bowlers. Individuals wishing to comment of the proposed licence should call 01743 281376 or email licensing@shrewsbury.gov.uk .
AQ35. There is no bar at London Road Sports Centre yet that is very popular - why have one here?
AA35. Research undertaken in the design stage of the project showed there was a demand for this facility.
AQ36. There is litter in hedge all along Sundorne Road and Pimley Lane - can this be removed?
AA36. The project team has contacted the Public Amenities section who have arranged to have the affected areas cleaned.
AQ37. There is too wide a gap created in the hedge from Sundorne Road onto the paths. There is also rubbish left in this area.
AA37. The Contractor is obliged to hand over the site in an appropriate state.
AQ38. What is the main gate like?

AQ39. Will the security man be trained in time for April's opening? There was an incident on site recently where youths broke in and started a digger.
AA39. The project team is aware of the recent problem on site, which was reported to the police although they were unable to attend. There is currently a security presence on site but in such a situation as this SABC would not expect an employee to personally approach an individual or group behaving inappropriately where they would put themselves in danger. Once the Village is open there will be a Redcare System whereby the police are contractually obliged to attend any incident; CCTV will provide images to a level admissible in court as evidence.

B) Detention Pond and Canal
BQ1. Will we be able to walk around the pond? (26.05.05, Public Meeting)
BA1. Not during its construction, but once complete the pond will be open and accessible.
BQ2. There shouldn't be a pipe in the canal - will the canal dry out? Why can't we have the pond in the woodland? (26.05.05, Public Meeting)
BA2. We have worked with the advice of the Environment Agency and English Nature in the design of the detention pond and its link with the canal. The canal will remain a valuable habitat for the newts, and the pond will become an additional habitat for a range of flora and fauna. The method employed will not affect any future developments to the canal. The development also includes a scheme to replenish the canal with clean water from the site.
BQ3. Will the old sewerage works field be flooded? (26.05.05, Public Meeting)
BA3. No. A detention pond will be created in the north of the field; the surrounding area will remain open and as a nature habitat.
BQ4. What is the green fencing to the south of the site? (24.08.05, Public Meeting)
BA4. This is newt fencing. Areas where the pond is being built have been divided into sections. These areas are then hand-searched and cleared of newts in accordance with Environment Agency regulations before work can commence.
BQ5. When will work on the pond start? (07.11.05, Public Meeting)
BA5. Newt trapping is now drawing to a close - work should start in the next month.
BQ6. What has happened to the newts that have been caught? (07.11.05, Public Meeting)
BA6. They are moved to a place of safety that is near the site. They will be able to use the canal and pond once work is complete.
BQ7. Will the canal be cleared? (07.11.05, Public Meeting)
BA7. Not as part of the Sports Village project. The canal is an important newt habitat - any future project would have to take this into consideration and comply with Environment Agency legislation.
BQ8. The canal level is very low at the moment. (07.11.05, Public Meeting)
BA8. This is basically proving the pitch drainage is working. Once the Sports Village is complete the canal will be automatically recharged with water when required. Whilst construction is underway the situation is continually monitored and water will be pumped into the canal if necessary. Recent rainfall has now topped the canal up.
BQ9. The sleepers being used to construct the path are not acceptable as they are the old type that have been used and are saturated in chemicals that can be carcinogenic - their use is now banned. (07.11.05, Public Meeting)
BA9. The Project Manager is investigating this issue and the website will be updated with information as soon as it becomes available.
BQ10. Debris has been left in and around the detention pond.
BA10. The pond contractor is obliged to hand over the site in an appropriate state. Engineering Services are aware of the situation and the contractor is coming back once the weather improves to tidy the area.

C) Indoor Facilities
CQ1. Is it definitely the case that short mat bowling will be allowed in the sports hall? (01.10.04, Public Meeting)
CA1. Yes it is the case and there have already been organisations expressing interest in using and booking the facilities, which is welcome.
CQ2. Is there any opportunity to provide spectator seating in the sports hall? (01.10.04, Public Meeting)
CA2. Yes, there will be bleacher seating in the hall that will accommodate a maximum of 300 people.
CQ3. How high will the building be? (01.10.04, Public Meeting)
CA3. All of the proposed buildings are 1 storey, though it should be noted that the highest building will be 10 metres high. However, it will be carefully landscaped.
CQ4. Will the spectator stand block the views from Sundorne Road? (01.10.04, Public Meeting)
CA4. No, it is not the case that the spectator stand will significantly block the view. It will be dug in to an extent.
CQ5. On Sunday will the facilities be open? For instance to allow access to the toilets. Currently the facilities that exist are completely locked up with no access to the toilets or anything which is extremely frustrating for everyone and in particular the elderly and the disabled? (01.10.04, Public Meeting)
CA5. The opening hours are intended to be 9am to 10.00pm, 7 days a week and the facilities will be open including the toilets within those hours.
CQ6. Will there be a licensed bar included in the refreshment area? (01.10.04, Public Meeting)
CA6. There will be a licensed bar for light use.
CQ7. I object to alcohol being sold within the refreshment area. There is no need for it within a Sports Village. (01.10.04, Public Meeting)
CA7. Research shows that users would like a bar but it will be on a small scale with refreshments on offer and will not operate like a pub.
CQ8. Where there is a bar facility what will be done to ensure that there is not late night rowdiness at turning out time? (01.10.04, Public Meeting)
CA8. The facility will be managed as a light refreshment facility not as a pub and therefore this will not be an issue.
CQ9. How long is the building designed to last? (24.08.05, Public Meeting)
CA9. A lifetime of 50 years is part of the performance specification of the building, and this is guaranteed through design and product warranties provided by and via the contractor for each of the Village's elements.
CQ10. How many floors does the building have and why is it so tall? (24.08.05, Public Meeting)
CA10. It is a 1-storey building, although the roof is higher than normal 1-storey buildings to accommodate sporting activities such as badminton.
CQ11. Will there be just one building at the Sports Village? (24.08.05, Public Meeting)
CA11. Yes. The building will house the sports hall, changing rooms, café, function/training rooms, reception etc. The building is designed with lower aspects at the front, the high roof of the sports hall at the rear.
However it should be noted that there is the possibility a stand-alone bowls facility will be built adjacent to the sports hall. You can comment on this project by calling the project team or by contacting the Planning Section once an application has been submitted.
CQ12. Regarding the materials to be used for cladding: what colours will be used and would it be possible to have an illustration on the website? (14.09.05, Public Meeting)
CA12. The project team can confirm that the colour used for the cladding is white. Red brickwork to a height of around 2 metres runs throughout the exterior, whilst the roof is a silver/grey colour. CQ13. How many mats will be available for short mat bowling in the sports hall? (07.11.05, Public Meeting)
CA13. The Leisure Services Manager is looking into this matter and the website will be updated as soon as the information is available.

D) Outdoor Facilities
DQ1. It appears to be too football orientated - where are the athletics? (01.10.04, Public Meeting)
DA1. An athletics facility will be provided with SCAT on the London Road site, with plans to upgrade the existing track and provide changing facilities for both the track and existing pitches.
DQ2. There doesn't appear to be anything for people who are not very fit. Do you really think that people who aren't fit will want to go on a football pitch? (01.10.04, Public Meeting)
DA2. There is an active sports programme that goes with the facilities which is designed to build up use. The sports village at Sundorne should be seen as part of the other facilities that Leisure Services has and that there is a lot of focus elsewhere for people who are unfit, for instance the fitness suite at the Quarry.
DQ3. Is it not the case that the council has misread the area? The proposals are far too orientated to team games and the sorts of children and youths who need to be encouraged to have some activity other than hanging on the streets are not likely to enter into these team games. Would it not have been better to have something like a giant roller skating rink? (01.10.04, Public Meeting)
DA3. SABC has done research and the Active England programmes and programmes of use for the facilities are designed very much to bring young children and youths onto the site to use the facilities. There will also be a BMX and skateboard facility which youngsters will help to design and there is every indication that they will be keen to use the facilities on a free and informal basis.
DQ4. What is there on the site at the proposed Sundorne village for pensioners? (01.10.04, Public Meeting)
DA4. Pensioners are of course welcome to use all of the facilities on the site and it would be of interest to know what they would like, so any ideas are welcome. The sports hall can be used for many facilities, for instance for short mat bowling.
DQ5. Why is the cycle track where it is? Within a landscaped area already wooded? Why not replace the cycle track area with landscaped walkways for older people to walk and exercise, walk the dog etc? (01.10.04, Public Meeting)
DA5. The Design Team advises that the layout as presented is the optimum for the site. Paths have been included for walkers and will also be suitable for wheelchair users and children's buggies. Regarding any additional facilities the budget does not allow for this.
DQ6. Why is the MUGA separating the skate park and BMX ramp area, isn't this potentially dangerous? (01.10.04, Public Meeting)
DA6. This has now been changed with the skate park and BMX track adjacent and the MUGA nearest to the road.
DQ7. What sports are the MUGAS going to provide? (01.10.04, Public Meeting)
DA7. The Multi Use Games Areas can be used for netball, basketball and tennis, and on occasions 5-a-side football.
DQ8. I suggest adding an outdoor bowling green in the corner for the bowlers. (01.10.04, Public Meeting)
DA8. Regarding any additional facilities the budget does not allow for this.
DQ9. Is it the case that there will be a shooting range on the site as seen in the newspaper? (01.10.04, Public Meeting)
DA9. There is no plan whatsoever to have a shooting range on the site.
DQ10. Will it be possible to have controlled line flying, model boats and model train facilities on the site? (01.10.04, Public Meeting)
DA10. No, this will not be the case.
DQ11. Are there any free facilities such as Skate Park/BMX ramps? (01.10.04, Public Meeting)
DA11. Yes - These are to be provided and will be free to use as will the adjacent MUGA.
DQ12. Why not build a quality BMX track? BMX is to become an Olympic Sport in 2008 and is very popular. T & J are excellent builders of good quality track and could build a regional sized track, which would compliment the road cycle track and link to any club there. (01.10.04, Public Meeting)
DA12. The BMX track will be a quality provision. Consultations on design specification will be undertaken with appropriate governing bodies and potential local users. Officers are fully aware of the complimentary nature of the cycle circuit/bmx track.
DQ13. Will potential users be allowed to help with designs of the BMX track and skatepark? (01.10.04, Public Meeting)
DA13. Yes, the Design Team, the Council's Community Regeneration and Leisure Services teams will consult with potential users.
DQ14. Will any facilities be floodlit? (01.10.04, Public Meeting)
DA14. The premier pitch, hard-surface pitch and sports courts adjacent will have flood lighting. The car park and cycle track will also be illuminated. Measures will be taken to ensure that light pollution is minimised to acceptable levels and this will be tested by the planning application process. It is planned that all lighting will be turned off at set times.
DQ15. In future will it still be possible to enter and use the site for instance to have a walk or fly a kite as currently? (01.10.04, Public Meeting)
DA15. It is the intention to keep the area of the Sundorne development as open as possible. There will be some fencing around the premier pitch and the hard surface pitch and some protection for the cycle track. Otherwise it is hoped that the site will be as open as possible and there will be paths and walkways for people around the pitches laid out and the whole site.
DQ16. Will it be difficult to use the open space freely, for instance for walking and dog walking because of the terraces envisaged for the football pitches? (01.10.04, Public Meeting)
DA16. No this should not be the case. Whilst there will be step-downs there will be significant areas of land on each terrace. There will also be pathways with hard surfaces to allow buggies and wheelchairs.
DQ17. There is concern in Shrewsbury about hockey facilities. What hockey provision is being made in relation to Leisure Services (there is none on this site)? (01.10.04, Public Meeting)
DA17. A hockey concentration will remain on the Roman Road site with the intention to re-surface the pitch and to improve the changing facilities.
DQ18. Will there be free space for children to play? (26.05.05, Public Meeting)
DA18. Yes. The cycle track, competition and artificial pitches and main sports hall will be fenced but the remainder of the site will be open. As part of the design seating areas, hard surface paths and landscaping will be developed, creating a good environment to walk, play, exercise a pet, fly a kite etc. However it must be noted that kite buggies, motorbikes and quad bikes will not be welcome on the site as they cause a great deal of damage to the grass. The site will continue to be available for dog walkers who should ensure they clear up after their dog.
DQ19. Why did you kill the grass on the site? (26.05.05, Public Meeting)
DA19. The grass was not of a high-enough quality to be used in the new site, and had to go as part of the redevelopment in order to improve the drainage and playing surfaces. The site will now be terraced to enable level pitches to be created, improved drainage will be installed and new grass will be grown that is approved by the FA as a quality robust playing surface.
DQ20. What is the target age group for the cycle track? (26.05.05, Public Meeting)
DA20. All ages. SABC has worked with Sport England in its development and it is hoped many people will benefit from it. Local schools have been invited to get involved, and the British Cycle Association has approved the track and will also use it.
DQ21. I don't see the point of having a cycle track. (26.05.05, Public Meeting)
DA21. There is a lot to justify its presence in the design. We want lots of people to enjoy sport, both formally and informally. For example the cycle track can be used by children to race and to learn to cycle on, and by adults to exercise, both able-bodied and disabled. Sport England is fully in support and has supplied funding towards its cost. Cycling for pleasure and competition is popular. Shrewsbury Leisure's philosophy of provision is that of multi-generational and multi-activity.
DQ22. Will the cycle track be lit all the time? (26.05.05, Public Meeting)
DA22. The cycle track will have low level lighting (streetlight standard) so it can be used in the evening. This will be monitored and controlled by the Leisure Services who will manage the site and can be adjusted according to requirements.
DQ23. I thought there was going to be a dog walk at the Sports Village. (26.05.05, Public Meeting)
DA23. A dedicated dog walk has never been part of the design, however there will be a network of hard surface paths that can be used by walkers, joggers, dog walkers, wheelchairs and buggies. This is in addition to significant landscaping - over 400 trees and large shrubs will be planted at the site. Dog walkers can continue to use the site but should respect other users and clean up after their dog.

DA25. The needs of the borough population was measured and assessed by Shrewsbury Leisure and it was decided that the sporting facilities that are to be installed are the most appropriate and balance with other sports facilities in Shrewsbury. Cllr Allaway commented that an arrangement was to be made with the Welti Tennis Centre for local people to use their facilities at a discounted rate.
After the meeting it was found that no special arrangements have been made with the Welti tennis centre. However it should be noted that all the MUGAs are marked up and playable for tennis.
DQ26. Will the hard surface paths fit in with the woodland area? (22.06.05, Public Meeting)
DA26. The paths are designed to blend in whilst providing good access for wheelchair and pushchair users. They will be made using the same materials that you often see paths made from in woodland and forest areas.
DQ27. What sort of planting will there be? (22.06.05, Public Meeting)
DA27. The landscape plan includes a variety of trees and shrubs. Native planting will be used wherever possible. Consideration has been given to the effect of certain plants on the site so that the playing surfaces remain as clear as possible. Formal planting around the car park and Sundorne Road frontage will be blended into the native tree planting zones that will link to the existing woodland.
DQ28.Why was a running track not considered for inclusion? I feel saddened for the countless people who enjoy running. (14.07.05, website query)
DA28. The Council and Shrewsbury Leisure have conducted an assessment of borough-wide sporting facilities and are running a range of projects to address improving provision. It was determined that the best way forward for running and athletics was to upgrade the track and facilities at London Road. This project will compliment the provision of facilities at the Sports Village.
Shrewsbury and Atcham Borough Council are investing major financial resources and senior officer involvement to ensure that running survives in the county town and at the original home of athletics in Shrewsbury.
The project to update the athletics track and associated facilities to modern day standards is well advanced, with the design specifications already approved. Approval has been sought and gained from the local athletics fraternity and UK Athletics. The contract will shortly go out to tender, with work scheduled to begin in late summer early autumn.

DA28. The Leisure Services Manager commented that the kite festival is welcome to return to Sundorne and that the site can accommodate the festival - this has been reiterated many times. It was advised that this matter should be raised with Shrewsbury Leisure and Alan Wallin direct in future. It should be noted that the Leisure Services Manager is confident that there are no insurmountable problems that will detract from holding successful kite festivals.
DQ29. The Leisure Services Manager said that 34 schools have been contacted about the Sports Village - have they been invited to use the cycle track? (20.07.05, Public Meeting)
DA29. Yes. A condition of the funding received to create the cycle track, sports hall and associated facilities was to encourage local schoolchildren to use the facility, and SABC is keen to pursue this. Much positive feedback has been received from all the schools that have been invited to take part in a two-day activity course that will give children the opportunity to try out a wide range of the activities on offer at the Sports Village.
DQ30. Will any of the skateboarding facilities at the Sports Village be upgraded now that we have won the 2012 Olympic bid and skateboarding is an Olympic sport? (20.07.05, Public Meeting)
DA30. The budget has already been set for the skatepark and this cannot be increased. SABC has endeavoured to work closely with local users to create a facility that will be enjoyed by all. This is a point that should be reiterated - the skatepark should be a facility that can be used by people of all ages and ability to advanced skateboarders and BMXers.
DQ31. Why can't the MUGA by the skatepark be deleted so that the skatepark can be expanded? There is already a MUGA at Moston Road. (20.07.05, Public Meeting)
DA31. The MUGA you are suggesting being deleted is the only free MUGA on the site that is provided especially for children and young people to use. Shrewsbury Leisure has conducted extensive research to ensure the facilities at the Sports Village will be popular and well used. The Leisure Services Manager commented that there are currently 12 MUGAs across the borough that are well used and there are plans to increase this provision. It would not be benefiting the wider community to replace the free MUGA provision at the Sports Village with an extended skate facility. Children and young people at recent school visits have expressed enthusiasm for all the free-use facilities including the MUGA. The Leisure Services Manager also noted that he was currently overseeing a bid for additional funding for skateboarding regarding a Barclays Bank scheme.
DQ32. The free MUGA is situated near to the road - isn't this dangerous? (20.07.05, Public Meeting)
DA32. The architect has advised this as the best location for the MUGA. 3m high fencing will ensure balls are kept within the MUGA. It will not be the case that children can run straight onto the road from the MUGA. There will be a toucan crossing to get safely across the road.
DQ33. Can't we get rid of some of the trees around the skatepark and spend the money on the skatepark? (20.07.05, Public Meeting)
DA33. No. The skatepark already has a budget of £60,000. The planting is a popular and integral part of the design that will not be deleted.
DQ34. Why not promote skateboarding instead of football? Football has a lot of publicity anyway. (20.07.05, Public Meeting)
DA34. SABC is trying to achieve a balance that will satisfy as many people as possible and a wide mix of sports as appreciated and approved by Sport England and the Football Foundation who have provided significant funding.
DQ35. A tree has been cut down outside the Sports Village entrance (on the grass strip on opposite side of the road) is this part of the scheme? (24.08.05, Public Meeting)
DA35. No. SCC noticed that the tree was in poor condition whilst undertaking resurfacing works on the service road. The diseased areas of the tree have been cut away and the tree will now be left to see if its re-growth is healthy. If not, the tree will be replaced with one of a similar height and shape.
DQ36. Where will the floodlit areas be? (24.08.05, Public Meeting)
DA36. The competition pitch, practice pitch and adjacent MUGAs will be floodlit. The pitches are situated behind the building (and at a lower level) meaning that the building will in part mask the lights. Extensive landscaping will screen the MUGAs. Floodlight technology has advanced considerably in the past 20 years and is now very efficient at lighting what it should do without creating glare or unwanted light.
DQ37. What time will the floodlights be on until? (24.08.05, Public Meeting)
DA37. The latest that the floodlights will be on is 10pm.
DQ38. Are all of the trees to be planted young saplings? (14.09.05, Public Meeting)
DA38. There will be a mix of mature specimens and saplings, and a mixture of trees and shrubs.

DA39. The design team worked closely with the Cycle Federation designing the track.
DQ40. Is a quad bike track/facility planned anywhere in the borough? (07.11.05, Public Meeting)
DA40. SABC has no plans for such an initiative at this time.
DQ41. When will the pitches be open for informal use (i.e. walking, general play, not football matches)?
DA41. When the main facility is open the pitch areas will be opened up for public use. They will be closely monitored by Shrewsbury Leisure to ensure that they progress as planned, measures may be put in place as necessary to ensure the pitches achieve the required quality.
DQ42. When will the skate plaza be ready? There does not appear to be a lot of work in that area at the moment.
DA42. The Contractor has had problems in this area caused primarily by poor ground conditions. SABC has agreed to let this element of the project overrun so that the facility can be installed to the required quality. You may have noticed a track laid in this area which enabled drainage improvements to the SCC youth centre to be carried out.

EA1. The charges for the use of the new pitches etc will be in line with the current policies for charging elsewhere at Shrewsbury Leisure facilities.

EA2. The distances between the pitches meet the latest standards; there will be sufficient room for the types of numbers that are likely to spectate.
EQ3. Why not move the pitches? Where they are currently positioned they are very cracked and unusable in the summer and tend to be very muddy in the winter. (01.10.04, Public Meeting)
EA3. The pitches will be re-orientated north to south and they will all have proper which will prevent the problems mentioned. They will comply with specifications that meet the standards of the Football Foundation, which is a very high standard.
EQ4. Staggered times for starting football matches may not be allowed by FA/League as this may give advantage to other teams. (01.10.04, Public Meeting)
EA4. Shropshire Football Association has been consulted on the concept of staggered kick off times and is supportive of the concept.
EQ5. There are not enough senior pitches on Sunday. Presently we have 19 teams playing out of Sundorne and the Sunday League do not want staggered kick off times. You say only 8 pitches will be allocated - this will not be enough for Sunday Soccer. (01.10.04, Public Meeting)
EA5. Staggered kick-offs are not am or pm. They will be probably be 10.30 and 11.00am for league matches. The SFA are aware of the preparation to meet all future demands.
EQ6. If Sundorne were to remain purely a site for Sunday league football then the income per annum (which is well under £10k) goes no where near enough to justify the outlay of £70k on grounds maintenance for a quality facility which must serve all the football community. (01.10.04, Public Meeting)
EA6. Discussions have taken place with the Shropshire FA and the FA. The facility will be underpinned via a robust sports development programme - the facility will cater for much more than Sunday League Football.

EA7. It is not legally or environmentally sound to use creosote and the Council will under no circumstances consider or allow its use.
EQ8. Has the number of pitches been reduced in the new design? Sunday was already very busy with the current number, how has this been accommodated? (26.05.05, Public Meeting)
EA8. There are currently 20 pitches on the Sundorne site, of which only 14 are regularly in a fit state to use. In the new design there are 18 pitches which will always be playable. The design has been approved by the FA, Football Foundation and the local football leagues. It has been agreed that match kick-off times will be staggered slightly to help traffic flow and enable everyone to use the changing rooms and pitches. The quality of the pitches will be such that they will always be playable, whereas many of the pitches in the current set up are unusable because of waterlogging. The proposal also includes for junior and mini football pitches catering for all ages.
EQ9. There is a huge amount of litter left on the pitches after football games, how will this be dealt with? Could teams be given a wheelie bin each and asked to clear up after their game? (26.05.05, Public Meeting)
EA9. This could be a good idea. The Project Manager will raise the issue at the next Sports Village Board Meeting, though it may be that the Leisure Services Manager has other plans.
After the meeting the Project Manager ascertained that litter management will be the responsibility of Shrewsbury Leisure staff.
EQ10. When will the pitches be open again? (26.05.05, Public Meeting)
EA10. The pitches will be seeded around September. They will be out of bounds until the 4th cut, likely to be August 06. Formal football will not commence until the 2007/8 football season. If the pitches are used too soon or they are vandalised they will be damaged and will have to be closed for longer.
EQ11. What about a £20 deposit that is returned to teams if they hand the pitch back in a clean and tidy condition? (22.06.05, Public Meeting)
EA11. The Project Team will pass this to Shrewsbury Leisure for their consideration. Shrewsbury Leisure have advised that staff will ensure litter is removed from the pitches.

As you may have seen in the press there has been some discussion of a bowling centre on the site but this has not been confirmed. If it in included it will not be sited on any of the existing open space. Inclusion of a bowling facility will be subject to a separate planning permission.
FQ2. Why isn't the project team working with the police, who held a meeting about activities for youths? (26.05.05, Public Meeting)
FA2. The Project Manager will raise this issue with the Board; SABC is always keen on joint working.

FA3. Full site working is due to commence in a few weeks and it is planned to complete the bulk of the project by February/March 2006. The pitches will still be settling in and it is hoped they will be ready by August 06, though it could be later depending on weather and any damage sustained.

GA1. At the meeting it was stated that the roundabout will be designed so that such disturbance is minimised and hopefully no trees or verges will be removed. However, since the meeting it has been found that a few trees will be lost as traffic surveying has determined that the roundabout needs to be larger than originally anticipated, and due to the positioning of the pedestrian crossing. The roundabout will affect about 3 trees. The trees along the service road will not be affected.
GQ2. Will the car park be lit all night? We need to consider the impact on housing opposite. (01.10.04, Public Meeting)
GA2. The lights will be on a timer system. We are currently investigating sensor lighting allied to CCTV system outside of operational hours.
GQ3. Will it not be the case that there will be lots of congestion and car parking problems associated with the use of the site, particularly on Sundays? (01.10.04, Public Meeting)

It is intended to avoid the current difficulties experienced on the site via the provision of 400 plus car parking spaces and also by staggering the start times for the football matches played on Sundays. The Highways Authority will comment on what is needed to manage traffic. A traffic consultant has been engaged and is looking at issues such as the need for a roundabout and traffic surveying.
GQ4. Have there been any traffic surveys? In particular the number of 7.5 tonne vehicles that come down the Sundorne Road. Is there certainty that such vehicles could negotiate the proposed mini roundabout? (01.10.04, Public Meeting)
GA4. Such surveying is being undertaken. It will be the case that whatever roundabout or other measure being proposed to manage the traffic will need to be compliant with the needs of HGV vehicles.

GA5. Yes, the whole proposal for the site will be subject to the planning application process as with any other development proposal and people will have the opportunity to comment on any aspect of the application and indeed on traffic and road layout issues.

GQ10. Why isn't the roundabout situated on Moston Road? There is great difficulty already turning right and it will be aggravated in terms of turning right adjacent on Moston Road. GA10. This could be considered though there is concern that the allowance for it and the adjustment to the access could involve the demolition of the lodge however, the issue will be looked into.

SABC's application and success in being awarded the grant has nothing to do with STFC whatsoever. It has always been part of STFC's planning requirement to provide community pitches and the method of procuring these is entirely up to STFC.
HQ2. The area at the North East corner of the site - is its development as a possible health centre needed for the Sports Village funding? (20.07.05, Public Meeting)
HA2. Although this land is part of the site its development is not part of the Sports Village project. It has been reserved as a potential site for a health centre and the Primary Care Trust is still assessing whether it wants to enter into any agreement with SABC to use the site. The Leisure Services Manager commented that the Government is looking to improve links between health and sport - in relation to the Olympics if a health centre was built at the proposed site the Shrewsbury Sports Village would qualify to become an Olympic training camp. The project team will keep members of the public informed with all developments in this matter.
HQ3. Could we apply for further funding now that we have secured the 2012 Olympics? (20.07.05, Public Meeting)
HA3. The Leisure Services Manager reported that further funding was being investigated and a meeting with the Rt Hon Tessa Jowell MP, Secretary of State for Culture, Media & Sport has been suggested which would assist in this. Shrewsbury Leisure will keep members of the public informed with any developments. The Project Manager noted that any funding bids would benefit from public support of the current Sports Village and its wide mix of sports facilities, and emphasised working together in co-operation as all important.

I) Finance - Revenue/Business Plan
IQ1. What happens if the sports village does not pay for itself? (01.10.04, Public Meeting)
IA1. Extensive work has been done in terms of analysing the need and the facilities and engaging participants. An operational business plan that must satisfy the requirements of Sport England and the Football Foundation and SABC is being drawn up. Therefore it will not be the case that the facility is not viable in revenue terms.
IQ2. How much will it cost to use the facilities in the sports village? (01.10.04, Public Meeting)
IA2. Use of the sports facilities will be charged at the same rate as the other SABC Leisure Service facility across Shrewsbury, with the Passport for Leisure system also in operation. There will be no charge to come into the facility to have a look round or to have a cup of coffee etc. This is also the case regarding using the open space for walking etc.
IQ3. How many people will be employed at the Sundorne sports village? (01.10.04, Public Meeting)
IA3. It is envisaged that 5 people will be employed on a full time basis and there will also be a number of part time employees and volunteers working at the sports facility.
IQ4. How many people are likely to be using the facility at peak time? (01.10.04, Public Meeting)
IA4. It is thought that it is likely to be in the region of 550 - 600 people maximum. This will include families car sharing, people coming on buses and walking/cycling in.
IQ5. Is the completed site going to be run by someone other than SABC? (26.05.05, Public Meeting)
IA5. It is proposed to investigate the best way of running the Sports Village including options to establish a leisure trust. No decisions have been made and at the current time it is proposed that the site will be managed directly by the Council. In any event SABC will always own the site and therefore will control its use and management.
IQ6. Will there be a full-time manager at the Sports Village? (26.05.05, Public Meeting)
IA6. Yes, and it is envisaged that around 10 staff will work there. The site will also be home to training sessions for coaches and sportspeople with volunteers welcome. The centre will be open free for the public to use the café and toilet facilities, and for the outside space.
IQ7. Will the Sports Village be self-financing? (20.07.05, Public Meeting)
IA7. No public sports facility in the borough is self-financing as is the case across the country regarding Council-provided sports facilities and the Sports Village like the other SABC sports centres will be subsidised. However, due to revenue grants awarded to SABC the Shrewsbury Sports Village may well be self sufficient for a period of around 6 years as per the Business Plan.

J) Surrounding Land
JQ1. Will the hedges/trees along Sundorne Road frontage be retained? It is unclear from the plans if they will be, particularly those adjacent to the car parking. (01.10.04, Public Meeting)
JA1. There is no intention to remove the hedge along Sundorne Road. Additional trees and shrubs will be introduced to reinforce the boundaries and enhance the appearance of the development. Some trees will be lost due to the roundabout and pedestrian crossing.
JQ2. Will there be a doctor's surgery on site and if so how many storeys will it be? (01.10.04, Public Meeting)
JA2. It has not yet been determined whether there will be a doctors surgery on the site. Where there is one, it will only be 1 storey.
JQ3. If there is a doctors surgery where would the entrance be? (01.10.04, Public Meeting)
JA3. It is not possible to comment at this time. The positioning will be determined when the decision is made and the plans are drawn up. The matter will need to comply with the requirements of the planning process and the Highways Authority.
At the 24.08.05 public meeting the Leisure Services Manager commented that the possible medical facility could in theory use the same entrance as the Sports Village, however this decision remains with Planning and the Highways Authority.
JQ4. Will there be a lot of extra traffic related to the doctors surgery - how will this be dealt with? (01.10.04, Public Meeting)
JA4. This will be a matter again covered by the planning process and will need to comply with the requirements of the Highways Authority.
JQ5. Why have a new surgery when there are existing surgeries at Mount Pleasant and Albert Road which have recently been re-furbished? (01.10.04, Public Meeting)
JA5. SABC are unable to answer or comment on this. The proposal for a surgery is coming from the Primary Care Trust and doctors themselves.
JQ6. Is the Sports Village really needed when one considers the Welti tennis and sports centre being built next door? Won't they be in competition? (01.10.04, Public Meeting)
JA6. No they will not be in competition. The Welti centre will cater for a different market and specialises in tennis and swimming. There is no tennis or swimming on the sports village proposal.
JQ7. Why duplicate in terms of sports hall when there is a Shropshire County Council facility nearby? (01.10.04, Public Meeting)
JA7. The nearby Shropshire County Council Sports hall is a much smaller and lower standard facility and is used for particular purposes by Shropshire County Council.
JQ8. Why has the youth centre been closed down? (01.10.04, Public Meeting)
JA8. It should be noted that the youth centre is not a SABC facility. A youth worker present at the Public Meeting on 1st Oct 2004 indicated that the youth centre is indeed open.
JQ9. There is currently a planning application for houses on land behind the TA Centre. Will this work coincide with the Sports Village construction? (26.05.05, Public Meeting)
JA9. No. After the meeting the Project Manager checked and can confirm that subject to planning permission the residential housing scheme will not start until 2006.
JQ10. Will there be security fencing alongside the hedge that runs along the TA Centre side of the site, in regard to the possible housing development? (26.05.05, Public Meeting)
JA10. After the meeting the Project Manager ascertained that there is no such fencing on the current plans.
JQ11. Could we have some goalposts on the land that is currently set aside for a possible health centre? (20.07.05, Public Meeting)
JA11. The Leisure Services Manager commented that where the land could be made available he would look into having temporary goalposts erected.
JQ12. Could the land behind the TA Centre have some goalposts on it? (20.07.05, Public Meeting)
JA12. Unfortunately this land forms part of the newt habitat so the grass must be left at a suitable length for them. The land is also quite uneven which may not be suitable for football.
JQ13. Will the surface of Cycle Route 81 be improved as part of the Sports Village project? (20.07.05, Public Meeting)
JA13. This is not part of the Sports Village project but SABC has approached Shropshire County Council regarding this matter who have responsibility for the cycle route. Cllr Allaway commented that she would follow this matter up. Other people may wish to raise the issue with SCC - please contact Alison Kennedy tel. 01743 253035.
JQ14. I do not want any trees to be planted on the verge outside my house on Sundorne Road. (14.09.05, Public Meeting)
JA14. If the bowls centre goes ahead a planning condition will be that the displaced trees are planted elsewhere on the site. However because the site already has a good volume of planting it has been proposed that some of the trees are planted on the verge between the northern edge of the site and Sundorne Road. This is still to be agreed and the Council will consult before any final decision.
It was noted at the meeting that a number of other people stated that they would welcome the planting of trees on the verge.
JQ15. 3 houses on Sundorne Road have recently flooded. A drainage engineer stated that the drains were in a poor condition. Was the flooding caused by any of the works on the Sports Village site? (14.09.05, Public Meeting)
JA15. There is no reason to believe that any of the works on the Sports Village has contributed to the flooding incident. The Project Manager advised that she would enquire with the County Council's Drainage Engineers as to the cause of the incident.
JQ16. Why is there going to be a doctors' surgery on the Sports Village Site? This is unacceptable, this is a cramped site now, open space is being eroded and it will cause major traffic problems. The existing surgeries in the area are perfectly adequate. (14.09.05, Public Meeting)
JA16. The Project Manager explained that this was a matter outside the remit of the Sports Village project but that the Council viewed the possibility of a doctors' surgery positively. The link between sports and health is clear and the Council wishes to support the Health Service in its endeavours to provide state of the art facilities. The Project Manager also advised of Alan Wallin's comment that were a doctors surgery to be built, it would fit the sports village out as was required for Olympic training facilities.
JQ17. What has happened regarding building the Medical Centre and why can't it be built down by Montgomery Lane where the housing was refused?
JA17. The site adjacent to the sports village has been identified by the developer working on behalf of the Doctors and Primary Care Trust as the most preferred site for a medical centre, following an extensive search. The Council is still in discussions with this developer and the Primary Care Trust regarding this development proceeding subject to planning permission. The land of Montgomery Way was purchased by the Council for the development of affordable housing. A new planning application for the development of part of this site for that use will be submitted in the new year.

K) Bowling Facility
KQ1. Where is the indoor bowls arena promised? (01.10.04, Public Meeting)
KA1. This is now being dealt with on another site and this is an issue in relation to the budget and the fact that the bowlers wanted a stand alone facility which could not be incorporated into the Sundorne facility with the budget allowed. A possible alternative site is Meole Brace and other options are also being examined. The Council is confident that in time to come there will be an indoor bowls arena.
KQ2. Is the indoor bowling facility to be Council funded at the outset? What is the time scale of completion? Is this to be entirely self-funding? Will the Council pick up the tab if necessary? ? (01.10.04, Public Meeting)
KA2. The bowlers wish to have and run a stand-alone facility.
KQ3. What is the progress with the indoor bowls facility? (20.07.05, Public Meeting)
KA3. The Leisure Services Manager commented that positive progress has been made and a potential location on the Sports Village site had been identified to re-instate the bowling facility. Currently there is not enough funding to cover the cost of the bowls centre but grant aid is being sought. Any suitable plan will be subject to normal planning procedures and will be submitted as a separate planning application to the Sports Village.
KQ4. How many metres will there be between the bowls centre and the perimeter hedge? (14.09.05, Public Meeting)
KA4. At the narrowest point there is a 10 metre gap between the bowls centre and the hedge along Sundorne Road, this gap will be filled with planting so the building is hidden as much as possible from view.
KQ5. The bowls centre is a large building - how will it be screened? (14.09.05, Public Meeting)
KA5. Extensive landscaping and planting will screen the building. The bowls centre will have to go through the full planning application process; preliminary advice from Planning has indicated substantial landscaping will be required as part of the application. Any interested parties should make their comments and/or objections known through the normal procedure. View our Planning pages for more information.
KQ6. Why not construct the Bowls Centre on the site earmarked for the medical centre? This would mean that it could be further away from the residents and could be more effectively screened, and the site would be less cramped. (14.09.05, Public Meeting)
KA6. This site has been earmarked for the possible construction of a medical centre, and a feasibility study has shown this to be the best location for it. The centre will have to go through the full planning application process, at which point any interested parties should make their comments known via the Council's formal planning procedure. KA7. We can confirm that the intention is to build a six rink Indoor Bowls Centre on the site previously identified on plans. There will be a planning application.
L) Planning Issues
LQ1. Why is SABC allowed to build this sports village on open space? (01.10.04, Public Meeting)
LA1. The Council will need to demonstrate that the benefits of the sports village outweigh those of having the site remain as it is. The project team are content that this can be demonstrated, with the space kept as open as possible.
LQ2. Has the Council done a survey to see if the proposed development is needed and wanted? (01.10.04, Public Meeting)
LA2. Yes the Council has done extensive surveying to determine the need and nature of the facilities proposed.
LQ3. With the Welti Tennis Centre coming near to completion and now the sports village is it not the case that the area is being spoiled by development? (01.10.04, Public Meeting)
LA3. No, this should not be the case. Both the tennis facility and the Sundorne Sports Village go through a vigorous planning process to ensure that the designs are of the highest quality and contribute to a quality built environment. The area will be a centre of sports excellence; something that Shrewsbury can be proud of.
LQ4. How come the Council has been able to fence off and build on green public land it does not own? (22.06.05, Public Meeting)
LA4. The Council does own the land and all that has been done and planned is legal as according to the planning permission.
LQ5. Do you have permission to cut down the trees by the pavilion? (22.06.05, Public Meeting)
LA5. Yes and this is a necessary part of the project. However the landscape design adds far more trees to the site than are being removed.
LQ6. You are fencing off a public right of way. I spoke to someone on site who told me the site would be fenced after completion. (20.07.05, Public Meeting)
LA6. This matter has been raised at previous meetings and the answers are freely available on the web. The Sundorne site is Council-owned land and SABC is completely within its rights to fence off the site. The site will be opened up again to the public once construction is complete. Only the cycle track, hard surface pitch, competition pitch and the main building will be permanently fenced for health and safety and security reasons. The great majority that remains will not be fenced and will be open access. LA7. The plan as submitted to the Planning Authority has not changed bar minor amendments. There have of course been initial drawings and plans that no longer reflect the design an example of which had been provided by the meeting attendee.

M) Meetings and Publicity
MQ1. You are not publicising these meetings enough. My friend in Heath Farm doesn't know about them. There was an article in the press about the newsletter but it didn't mention the meeting date. I think the project team doesn't want people to attend. (20.07.05, Public Meeting)
MA1. After a suggestion at the last meeting these meetings have been advertised in the Admag, which is delivered to nearly every household in the borough and is available free for collection to every householder. In addition:
- The meeting dates are regularly advertised in the Sports Village newsletter, which is delivered to local residents and is available on the Council's internet site.
- Signs are posted around the site with dates and times.
- Cllr Allaway has published the meeting dates in her newsletter - this has a circulation of 3000.
The intention of these meetings has always been to give local residents the opportunity to discuss the issues surrounding the construction of the Sports Village, and the project team is satisfied that all that can be reasonably done is to help ensure that local people are aware of the meetings. As has been pointed out previously advertising comes at a cost that must come out of the Sports Village budget, a budget which is to create a first class sporting facility. The project team is encouraged by the fact that people living further away from the site are interested in the meetings and suggests that word of mouth is also a very effective way of communicating the meeting dates.
In response to the comment about the press article, the Project Manager advised that the project team does not control the media agenda although of course it supplies the press with information about the meetings. It is absolutely not true that the project team does not want people to attend the meetings, if this were the case it would not put in place the measures above to publicise the meetings - indeed why have them at all? The project team is striving to create an open, friendly forum in which people can raise their questions about the construction of the sports village.
The Leisure Services Manager noted that Shrewsbury Leisure are undertaking their own borough-wide promotion and consultation, focusing specifically on what facilities will be available once the site is open and how they will be accessed and used.
MQ2. I have not got access to a computer or the internet so how can I see the questions and answers for information? (20.07.05, Public Meeting)
MA2. The project team would like to point out that free internet access is available across the borough in SABC and Shropshire County Council public buildings. Indeed the Sports Village will provide free internet access when complete. The Project Manager offered to have a hard copy of the version of the Q&As posted to the questioner and the offer was accepted.
MQ3. Could you advertise the meetings and newsletters at the local church and library? (24.08.05, Public Meeting)
MA3. This is a good idea and the project team will endeavour to distribute the next newsletter to the library and church.
MQ4. Will people who have been attending the meetings and put up with the construction works be invited to the opening ceremony? (07.11.05, Public Meeting)
MA4. The project team will look into the possibility of this and report accordingly at the public meeting.
MQ5. Can posters with the Sports Village public meeting dates go up at the SCC Sports Centre? (07.11.05, Public Meeting)
MA5. Yes, the project team will ensure that in future meeting dates are displayed at the SCC centre.
MQ6. I could not access the October questions on the web and so missed the site visit. Might there be another one? (07.11.05, Public Meeting)
MA6. The Project Manager will investigate the possibility.
MQ7. Could there be similar meetings to this to discuss issues at the Sports Village once it is open?
MA7. The project team will pass this suggestion onto Shrewsbury Leisure.
The Leisure Services Manager has replied that in common with other Shrewsbury Leisure facilities a Focus User Group will be put in place, which can include a local resident representative. Further details will be available from Shrewsbury Leisure.
MQ8. I didn't receive December's or January's newsletter.
MA8. Due to the Christmas shutdown on site and at the Council offices there was no January newsletter. One was circulated in December, apologies to those who did not receive it.
MQ9. Cllr Armstrong said at the public meeting in the church (Autumn 2004) that SABC will endeavour to be 'good neighbours'- but you have changed the opening hours without any consultation.

ZQ1. What types of clubs can use the facilities (i.e. the Cycle Club?) (01.10.04, Public Meeting)
ZA1. Officers will seek to attract a wide range of club hirers and individual users.
ZQ2. Will the hedge running across the site be removed? (01.10.04, Public Meeting)
ZA2. Yes, it is planned to remove the hedge as it cuts the site in two and causes security problems with incidents of vandalism, destruction and anti-social behaviour. It is intended to open up the site with clear visibility to allow for good security. It is intended to reinforce the boundary hedges of the site with new planting.
ZQ3. Why have the sports hall? There are already many sports halls in the town and the county. (01.10.04, Public Meeting)
ZA3. This is different in that it is a 8 court facility, larger than any existing facility and also it is designed to facilitate the Active England programme bringing children from schools 3 days a week to be trained and use the facilities. The sports hall will be available for a wide range of people and particularly youths and should assist with problems with youths and health and social problems.
ZQ4. Wouldn't it be a good idea to have a group in the Sundorne community set up who could bring forward ideas and proposals for the development and keep people informed? (01.10.04, Public Meeting)
ZA4. This seems a very good idea and Councillor Joyce Allaway is prepared to set up a group. Councillor Danny Moore will also support the group, as will Councillor Charles Armstrong the portfolio holder.

ZA6. Every effort will be made to ensure that the facilities run smoothly and that people behave in a sociable way.

ZA7. It is anticipated that the sports village will open 7 days a week from 9am to 10.00pm.
ZQ8. Will the Kite Festival still be held at the Sundorne site or somewhere else in Shrewsbury? (01.10.04, Public Meeting)
ZA8. If the resultant facility suits the need of organisers then the festival can remain at Sundorne. Officers have identified an alternative location should the above not prove to be the case.

ZA9. As has been previously stated, the kite festival is welcome to return to the Sports Village once it is completed. The Project Manager advised that it would be best to contact Shrewsbury Leisure direct to discuss this matter further.

ZA10. The Project Team will consult Shrewsbury Leisure.
ZQ11. Why aren't these meetings publicised in the press? (22.06.05, Public Meeting)
ZA11. The meetings are publicised through SABC's Sports Village newsletter and on the web. The newsletter is hand-delivered to local residents (those consulted in the planning process), given out at local schools, sports centres and copies are given to the ward councillors. We will look into the cost of local advertising although would like to keep such costs to a minimum.
ZQ12. Which schools took part in the talks offered by the project team? (20.07.05, Public Meeting)
ZA12. Sundorne Secondary School and Harlescott Junior School. The presentations seemed to go down well and there were lots of interesting questions. Please see our schools section of the website for all the questions raised at the schools.

ZQ15. I am a youth worker for Shropshire County Council and run a youth group at the Sundorne Sports Hall. Will there be an opportunity for joint working between SABC and SCC to encourage new users to the Sports Village? (24.08.05, Public Meeting)
ZA15. The Leisure Services Manager commented that this was a good idea and work of a similar nature was already been undertaken. After the meeting the issue was discussed some more and the idea will be progressed.
ZQ16. What would happen to the existing doctors' surgeries on Albert Road and Heath Banks were a new medical centre constructed? (14.09.05, Public Meeting)
