Appendix 1

Terms of Reference for The TPSG in delivering the travel plan
Shrewsbury and Atcham Borough Council

Objectives

  • To promote the SABC Sustainable Travel Plan

  • To raise awareness of the contents and aims of the SABC Sustainable Travel Plan

  • To achieve the targets as set out in the SABC Sustainable Travel Plan 2002 and monitor and review the plan on a bi-annual basis.

  • To officially join the Shropshire Travelwise Scheme and take part in regional promotions/events.

In particular the group will:

A. Develop New SABC Policy

  1. Investigate and develop a new SABC Car Loan Policy based on the establishment of preferential rates for more energy efficient and environmentally friendly cars. It should be linked to the new Inland Revenue 'Company Car' CO2 taxation bands.

  2. Investigate and develop a new SABC LPG Conversion Loan Policy to encourage and assist staff to convert their own vehicles to run on LPG.

  3. Investigate and develop a new SABC Public Transport Passes Policy to encourage the use of public transport through the purchasing of seasonal passes through SABC (ie. monthly payments or a loan scheme).

  4. Investigate and develop a new SABC Home-working and Flexi-Working Policy to support family life and encourage staff not to travel to the office when it is possible to work from home.

  5. Investigate and develop a new SABC Cycling Policy regarding cycle allowance, cycle loans for staff, and the purchase and encouragement of a pool of bikes for business use.

  6. Investigate and develop a new SABC Car-Sharing Policy linked to car parking allocation, including enforcement details.

  7. Investigate and develop a new SABC Car Pool Policy including the purchasing/leasing of vehicles and a management system.

  8. Investigate and develop a new SABC Business Travel Policy to encourage staff and visitors to use alternative methods of transport to the car.

  9. Investigate and develop a new SABC Priority Car User Policy to take the place of the current car user designation, mileage and allowance scheme. The new scheme should be based on the need for a car for SABC business only and linked to the new Inland Revenue guidance where appropriate.

    B: Market and promote the aims of the Travel Plan

  10. Investigate and develop discounted public transport options for staff, (including Park and Ride) working with Shropshire County Council to achieve better rates where feasible.

  11. Create and update internal and external web pages to support and become the main communication channel for the Travel Plan and the Steering Group.

  12. Market the Travel Plan to staff and Councillors.

  13. Develop methods to encourage the use of alternative modes of transport by visitors.

  14. Develop personalised journey planners for staff, Councillors and visitors.

    C: Monitoring and Reporting

  15. Monitor the achievements of the Travel Plan and set targets where appropriate.

  16. Recommend new policies and reports.

    D: Future Work

  17. The work of this group may develop and evolve to take on further related issues as appropriate.

Membership

Members will be those who have either expressed an interest in promoting the objectives of the Sustainable Travel Plan, or those whose duties as employees of SABC or other organisations means that their input is vital to ensure its' success.

Reporting Structure

The group will report to the JPCC. A bi-annual report will be submitted to Cabinet detailing the achievements and progress of both the group and the Travel Plan itself.

Finance

Delivery of the Travel Plan will be financed through the budget allocated to the Travel Plan. This may be increased through external funding as required.
