B. Constitution of the Council

This constitution has been prepared based on the Council's preferred option of a Leader and Cabinet and on a modular constitution prepared by the Department of the Environment, Transport and the Regions, the Local Government Association, the Improvement and Development Agency and the Institute of Local Government Studies.

It has, however, been adapted to comply with the following principles which have been adopted by the Council which will take precedence until the Council decides otherwise:-
 
(i)     That in so far as the law allows, all Members of the Council be involved in the making of all significant decisions;
 
(ii)     That, except when Exempt or Confidential matters are to be considered, all meetings, including meetings of the Cabinet, shall be held in public;
 
(iii)     That all Committees and the Cabinet* shall be subject to the rules relating to political balance.
 
 
*  (At Council on 28th April 2003, it was agreed that nominations for Cabinet be submitted to Annual Council on 15th May 2003 without reference to political balance.)
