ELECTION OF CHAIRMANRESOLVED:
That Councillor Bebb be appointed Chairman of the Committee for the period until the Annual Meeting of the Council in May 2006.

RESOLVED:
That Councillor Mrs Williams be appointed Vice-Chairman of the Committee for the period until the Annual Meeting of the Council in May 2006.

04/05 LAND ADJACENT TO GREENFIELDS, VENNINGTON, SHREWSBURY
Consideration was given to a report by the Planning Services Manager in respect of a reference from the Development Control and Environmental Protection Committee held on the 24th May 2005 in relation to an outline application for the erection of one dwelling to include means of access at Land adjacent to Greenfields, Vennington, Westbury (Application Reference: 05/0512/O).
The Development Control and Environmental Protection Committee had recommended that the application be approved, which constituted in a significant departure from the development plan. In accordance with the planning procedure adopted by the Council, the application had been referred to the Planning Committee for determination.
In accordance with the Council's scheme of public speaking on planning applications Councillor Roberts spoke in favour of the application.
Members had visited the site.
RESOLVED:
That the outline application for the erection of one dwelling to include means of access at land adjacent to Greenfields, Vennington, Westbury, (Application Ref: 05/0512/O) be approved as the dwelling was considered to be essential for the continuing operation of an important local rural business and would ensure adequate security of the premises and effective maintenance of the vehicles when required.
The following conditions were attached to the application:
- Standard outline planning conditions;
- That the dwelling shall only have one floor of accommodation and there shall be no habitable floor space within the roof void.
Reason:
In order to ensure a development that has minimal visual impact on the surrounding countryside area; and
- Subject to the satisfactory completion of a S106 agreement to include a requirement that the dwelling can only be occupied by a person(s) who are working in the business on the site or someone retired from that business.
(Councillor Clarke had requested that it be recorded that he had voted against the above resolution)
