Councillor Sambrook Minute 03/04 - 324 Monkmoor Road (Land to rear), Shrewsbury, Shropshire - Personal interest in that that the applicant was known to him and he had also made representation to the Development Control and Environmental Protection Committee on the 29th June 2004 in favour of the application. He made a statement in accordance with paragraphs 8.7 and 8.8 of the Local Protocol for Councillors and Officers Dealing with Planning Matters then left the meeting and took no part in the consideration of or voting on the application.
Councillor Cooke indicated that he had participated as a substitute member in the consideration of the application at the meeting of the Development Control and Environmental Protection Committee on the 29th June 2004. As a consequence, he then withdrew from the meeting and took no part in the voting on the application.
01/04 ELECTION OF CHAIRMAN
RESOLVED:
That Councillor Bebb be appointed Chairman of the Committee for the period until the Annual Meeting of the Council in May 2005.
02/04 ELECTION OF VICE-CHAIRMAN
RESOLVED:
That Councillor Rees be appointed Vice-Chairman of the Committee for the period until the Annual Meeting of the Council in May 2005.
03/04 324 MONKMOOR ROAD (LAND TO REAR), SHREWSBURY
Consideration was given to a report by the Development Control Manager in respect of a reference from the Development Control and Environmental Protection Committee held on the 29th June 2004 in relation to an outline application for the erection of one dwelling to include means of access at 324 Monkmoor Road (land to rear), Shrewsbury (Application Reference: 04/0654/O).
Members of the Development Control and Environmental Protection Committee had recommended that the application be approved, which constituted in a significant departure from the development plan. In accordance with the planning procedure adopted by the Council, the application had been referred to the Planning Committee for determination.
The Chairman referred to a schedule of additional letters that was circulated at the meeting and informed the Committee that the proposal had been advertised as a departure from the Development Plan.
Members had visited the site.
RESOLVED:
That the application be refused for the following reasons:
In the opinion of the Local Planning Authority the proposed development is contrary to Policy P5 of the Shropshire and Telford and Wrekin Joint Structure Plan and Policy LNC3 of the Borough Local Plan in that the proporal is located in open countryside and is not essential for agricultural or forestry purposes.
Members of the Planning Committee determined that the application be refused contrary to the recommendation from the Development Control and Environmental Protection Committee.
