APPLICATIONS FOR DEVELOPMENTThe Planning Services Manager submitted a schedule of applications for development with his recommendations detailed thereon. In addition to the objections and representations detailed on the schedule, the Committee also considered further schedules of additional objections/representations received, copies of which are attached to the signed minutes, which were circulated at the meeting.
Members had made visits to the following sites prior to the start of the meeting:
- Bomere Water Ski Centre, Condover;
- Berrington Farm, Berrington;
- The Old Granary, Church Pulverbatch;
- Yarlington Orchard, Main Road, Pontesbury;
- Moston Green, Shrewsbury;
- 5 Singleton Avenue, Shrewsbury; and
- Rear of Horseshoes Inn, Minsterley Road, Shrewsbury.

Councillor Mrs Allaway indicated that in relation to Item 8 - Moston Green, Shrewsbury she had predetermined the application as she had undertaken discussions with Severnside Housing and been involved with the consultation process. In accordance with paragraphs 8.7 and 8.8 of the Local Protocol for Councillors and Officers dealing with Planning Matters, she made a statement and then left the room and took no part in the consideration of or voting on the application.
Councillor Price indicated that in relation to Item 8 - Moston Green, Shrewsbury he had predetermined the application as he had been involved in the application process as Portfolio Holder for Housing. In accordance with paragraphs 8.7 and 8.8 of the Local Protocol for Councillors and Officers dealing with Planning Matters, he made a statement and then left the room and took no part in the consideration of or voting on the application.

RESOLVED:
That, subject to the amendments set out below, the recommendations of the Planning Services Manager, as contained in the Schedule of Applications (a copy of which is attached to the signed minutes), be approved:
Item 1: 08/0390/VAR - Bomere Water Ski Centre, Condover, Shrewsbury
Include the following conditions:
(a) There shall be no inflatables used or towed behind boats.
Reason: To ensure that the prime use of the pool is for water ski use only and to minimise noise and disturbance to nearby residents.
(b) Hours of operation are as follows:
Monday - Saturday 9.00 a.m. through to 10.00 p.m.
Sundays 10.00 a.m. through to 10.00 p.m.
(c) Corporate events will be held on weekdays only.
(d) Noise restrictions as per the British Water Ski Code of Practice.
Item 4: 08/0210/F - The Old Granary, Church Pulverbatch, Shrewsbury
Members of the Development Control and Environmental Protection Committee determined that the application be deferred in order to allow for clarification on approved roof lights to be received.
Item 7: 08/0628/F - Woodlands Farm, Cruckton, Shrewsbury
Members of the Development Control and Environmental Protection Committee determined that the application be deferred in order to allow for detailed agricultural information to be received.
Item 8: 08/0400/F - Moston Green, Shrewsbury
The Development Control and Environmental Protection Committee failed to determine the application and therefore it is referred to the Planning Committee for consideration.
Item 9: 08/0477/F - 5 Singleton Avenue, Shrewsbury
Members of the Development Control and Environmental Protection Committee determined that the application be refused for the following reasons:
In the opinion of the Planning Authority the proposed first floor pitched roof extension would be overbearing and cause loss of light to the neighbouring property. Contrary to Policy GP1 of the Shrewsbury and Atcham Borough Local Plan.
Item 14: 08/0444/F - Montford Village Buildings, Montford, Shrewsbury
Delete the following reason for refusals:
- The Local Planning Authority considers that the activities associated with the proposed use of the buildings together with the significant increase in vehicular traffic entering and leaving the site would be detrimental to the amenities enjoyed by the occupiers of adjoining residential properties by reason of noise and general disturbance and is contrary to Policy GP1 of the Borough Local Plan.
- The site is approached by means of narrow country roads which are considered unsuitable in terms of their width to serve additional traffic to be generated by the development proposed and therefore is contrary to Policy GP1 of the Borough Local Plan.
Item 15: 08/0462/O - Land to the rear of The Horseshoes Inn, Minsterley Road, Pontesbury, Shrewsbury
The Development Control and Environmental Protection Committee determined that the application be approved for the following reason:
It is considered that there is no overlooking of neighbours or any more noise or traffic movements than there are now.
Item 17: 08/0474/F - 5 Singleton Avenue, Shrewsbury
Include the additional reason for refusal:

43/08 PLANNING APPEALS
Consideration was given to the appeal decisions by the Planning Inspectorate in respect of the following sites which had been received by the Planning Services Manager.
- 31 Harley Road, Cressage - Appeal against refusal to grant planning permission for snooker room - appeal dismissed 18th May 2008.
- 10 The Grove, Minsterley - Appeal against refusal to grant planning permission for erection of two bedroomed dwelling house attached to 10 The Grove - Appeal allowed 19th May 2008.
- 72 - 74 Belle Vue Road, Shrewsbury - Appeal against refusal to grant planning permission for change of use of shop to two flats and conversion of existing flat to two flats - Appeal dismissed 29th May 2008.
