29/08   APPLICATIONS FOR DEVELOPMENT

The Planning Services Manager submitted a schedule of applications for development with his recommendations detailed thereon. In addition to the objections and representations detailed on the schedule, the Committee also considered further schedules of additional objections/representations received, copies of which are attached to the signed minutes, which were circulated at the meeting.

 

Members had made visits to the following sites prior to the start of the meeting:

  • Ryton Village Hall, Little Ryton, Shrewsbury;
  • F C Manser & Son Ltd, Coleham Head, Shrewsbury;
  • Land off Forge Way, Dorrington, Shrewsbury;
  • 23 Mytton Oak Road, Shrewsbury; and
  • Oakwood Grange, Preston Gubbals Lane, Bomere Heath.

 

The following members of the public were permitted to speak on the applications stated in accordance with the Council's scheme for public speaking on planning applications:

RESOLVED:

That, subject to the amendments set out below, the recommendations of the Planning Services Manager, as contained in the Schedule of Applications (a copy of which is attached to the signed minutes), be approved:

 

Item 7: 08/0162/F - F C Manser & Son Ltd, Coleham Head, Shrewsbury

Include the following condition:

The enclosed loading bay area hereby approved shall only be used for furniture in transit and not for any other purpose.

Reason: Extension to the retail sales area or use of this area as a workshop would be unacceptable.

 

Item 12: 08/0334/F - Land off Roman Road & rear of 57 Port Hill Road, Shrewsbury School,  Shrewsbury

Members of the Development Control and Environmental Protection Committee determined that the application be refused for the following reason:

The wall would be visually detrimental to the amenity of neighbouring properties and the character and appearance of the Conservation Area. Contrary to Borough Local Plan Policies GP1 and HE8.

 

Item 14: 08/0120/F - Land off Forge Way, Dorrington, Shrewsbury

Include the following amendment:

Amend the word "Pontesbury" to read "Condover" within the first sentence of the Planning/Environmental Considerations of the Officer's report.

 

Item 15: 08/0310/TPO - 23 Mytton Oak Road, Shrewsbury

Members of the Development Control and Environmental Protection Committee determined that the application be deferred in order to allow a further technical report to be received.

 

Item 16: 08/0306/ADV - Oakwood Grange, Preston Gubbals Lane, Bomere Heath

Include the following amendment:

An amended plan had been received deleting six of the originally proposed twelve flagpoles.

The Development Control and Environmental Protection Committee determined that ammendments be requested to the proposal to include two flag poles and a single sided 'V' board the same height as the existing hedge. If amended plans are not received that indicate this, then the Development Control and Environmental Protection Committee determined that the application be delegated to the Planning Services Manager for refusal.

 

30/08   PLANNING APPEALS

Consideration was given to the appeal decisions by the Planning Inspectorate in respect of the following sites which had been received by the Planning Services Manager.

a)   Land off St Andrews Road, Shrewsbury – Appeal against refusal to grant planning permission for two dormer bungalows of timber framed construction with exterior brick and cladding Ref: 07/0143/F – appeal dismissed 8th April 2008.

b)   Oakrill, Hopton, Nesscliffe – Appeal against refusal to grant planning permission for conservatory and garage (revision of existing permitted elevations in relation to the dormer windows) and against Enforcement Notice relating to two storey conservatory and balcony (requiring their removal) Refs: 07/0576/F, 07/0650/F, APP/06/199/ENF – appeals allowed, enforcement notice quashed and planning permission granted 20th March 2008.

RESOLVED:

That the decisions in respect of the above appeals be noted.
