MINUTES OF COUNCIL

At the Annual Meeting of the Council of the Borough of

Shrewsbury and Atcham held at the Music Hall, Shrewsbury on

Thursday, 15th May 2008 at 10.30 a.m.

PRESENT: The Mayor (Councillor Cooke)

Councillors Adams, Armstrong, Barker, Bebb, Mrs. Brennand, Bushell, Mrs. Chebsey, Clarke, Durnell, Farmer, Freestone, Jetson, Mrs. Jones, Kenny, Moore, Nutting, Mrs. Owen, Owen, Parkhurst JP, Mrs. Parsons, Price, D. Roberts, K. Roberts, Mrs. Sandford MBE, Townsend, Mrs. Wild, J.M. Williams, and Dr Winchester.

45/08 PRAYERS AND COUNCILLOR BRIAN REES

Prayers were said by the Chaplain, after which he referred with great sadness to the recent death of Councillor Brian Rees and paid tribute to his service to the residents of Bomere Heath and to the Council. The Council then observed a minute's silence as a mark of respect to his memory.

46/08 APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillors Mrs. Allaway, Hendry, Mrs. Holyoak, Lord, Sambrook, Sheppard, Tandy, Wagner, Mrs. Williams and S. Williams.

47/08 ELECTION OF MAYOR

It was moved by Councillor Kenny, seconded by Councillor Farmer and

RESOLVED:

That Councillor Mrs. Anne Marilyn Chebsey be elected Mayor of the Borough of Shrewsbury and Atcham for 2008/2009.

Having made the Declaration of Acceptance of Office and having taken and subscribed the usual and proper oaths which were attested by two Justices of the Peace, Councillor Mrs. Chebsey was invested with the Chain of Office. She then took the Chair as Mayor of the Borough and addressed the Council, acknowledging the honour conferred upon her.

48/08 VOTE OF THANKS TO RETIRING MAYOR AND MAYORESS

It was moved by Councillor Bebb, seconded by Councillor D. Roberts and

RESOLVED UNANIMOUSLY:

"That the sincere thanks of this Council are justly due and hereby tendered to Councillor John Edmund Cooke for the efficient, zealous and impartial manner in which he has discharged all the duties of the Mayor of this Borough during his term of office and that the Council also desires to record its appreciation of the manner in which Margaret Cooke as Mayoress contributed to the success of her husband's Term of Office."

Councillor Cooke replied suitably and thanked the Council for its support during his term of office.

49/08 ELECTION OF DEPUTY MAYOR

It was moved by Councillor Clarke, seconded by Councillor Bushell and

RESOLVED UNANIMOUSLY:

That Councillor Alan John Parkhurst JP be elected Deputy Mayor of Shrewsbury and Atcham Borough for 2008/2009.

Having made the Declaration of Acceptance of Office, Councillor Alan John Parkhurst JP was invested with the Deputy Mayor's Badge.

50/08 MINUTES

The Mayor put the question "that the Minutes of the meeting of the Council held on 21st April 2008 be approved as a correct record?" and, no motion as to their accuracy having been raised, the Mayor signed the Minutes as a correct record.

51/08 APPOINTMENT OF CABINET

It was moved by Councillor Nutting, seconded by Councillor D. Roberts and

RESOLVED:

That the following members be appointed to serve on the Cabinet:

Councillor Adams

Councillor Owen

Councillor Armstrong

Councillor Price

Councillor Barker

Councillor D. Roberts

Councillor Bebb

Councillor Mrs Wild

Councillor Nutting

Councillor Mrs Williams

52/08 ELECTION OF LEADER AND DEPUTY LEADER

It was moved by Councillor Armstrong, seconded by Councillor Price and

RESOLVED:

(a) That Councillor Nutting be appointed Leader until 31st March 2009.

(b) That Councillor D. Roberts be appointed Deputy Leader until 31st March 2009.

53/08 APPOINTMENT OF COMMITTEES

It was moved by Councillor Nutting, seconded by Councillor Moore and

RESOLVED:

That the members of Committees be appointed in accordance with the rules of political balance and the nominations submitted by the respective groups as set out in the Annex submitted to the Council.

54/08 SCHEME OF DELEGATION TO OFFICERS

It was moved by Councillor Nutting, seconded by Councillor Kenny and

RESOLVED:

That, in accordance with the Constitution, the Council notes and agrees the scheme of delegation of non-executive functions to the officers and notes the scheme of delegation of executive functions to the officers, as approved previously by the Council and Cabinet and as set out in detail on Pages 223 to 246 of Part 8 of the Constitution.

55/08 DATES AND TIMES OF MEETINGS

It was moved by Councillor Nutting, seconded by Councillor Kenny and

RESOLVED:

That the dates and times of meetings of the Council, Cabinet and Committees as set out in the Annex submitted to the Council be confirmed.

56/08 REPRESENTATIVES ON OUTSIDE BODIES

It was moved by Councillor Nutting, seconded by Councillor D. Roberts and

RESOLVED:

That members/representatives be appointed to serve on the various outside bodies in accordance with the nominations of the respective Groups as set out in the Annex submitted to the Council.

57/08 MANAGEMENT ACADEMY – PRESENTATION TO GRADUATES

The Mayor presented certificates to the following members of staff graduating from the Council's Management Academy:

Paul Clark, Sean McCarthy, Mark Perez, David Roberts and Stephen Shields.
