What do we do?

The Licensing Section sits within Street Scene Services and deals with the issue of licenses. Our key activities are outlined below: -
  • Providing advice to potential licensees and members of the public.
  • Reminding regular license holders of the need to renew their licence/permit.
  • Receiving applications, processing payments and maintaining statutory registers.
  • Consulting with outside organisations, particularly the Police and Fire Authorities, and also with Environmental and Community Services staff in the interests of public safety and prevention of nuisance.
  • Liasing with applicants over additional works required prior to the issue of any license and ensuring that all policy pronouncements with regard to prior advertisement and the like are complied with.
  • Arranging for applications of whatever type which cannot be dealt with under the delegated powers to be considered by the Licensing and Safety Committee, including the preparation of appropriate reports.
  • Communicating the decision of the Licensing and Safety Committee to applicants and ensuring they are aware of any conditions imposed in the grant of the license, or alternatively the reason for any refusal.
  • Dealing with complaints received against unlicensed premises and breaches of licence conditions.
  • Ensuring that all complaints are investigated and where necessary enforcement procedures are put in place, to bring prosecutions for no license or breach of conditions attached to a license.

Who Do We Report to?

We report to the  Assistant Council Manager. Contested applications and cases against licence holders, where appropriate are put before the Licensing and Safety Committee or the Licensing Sub-Committee.
Where the law permits we have delegated authority to deal with most licensing matters ourselves after consultation with the Public, Councillors, Fire Service, West Mercia Constabulary and other Council Directorates where necessary.
