Housing Strategy And Enabling Best Value Review

Background

The terms of reference of the best value review were approved on 20th March 2002. Subsequently the Best Value Sub Committee has received a progress report on the 29th October 2002 and a verbal interim report. This report is proposed as the final report.

Following transfer the Borough Council remained a Housing Authority with responsibility for the following service areas

Housing Strategy

Developing a strategic approach to meeting housing need

Housing Enabling

Working with housing associations and other service providers to meet identified housing needs including development of new social and affordable houses, disabled adaptations, Home Energy Conservation Act and delivery of housing related support services

Private sector housing standards and improvements

Through the use of improvement instruments such as grants and notices Including housing standards enforcement and Houses in multiple occupation

Homelessness and Housing Advice

Meet the Council’s statutory duty to provide advise and assistance to people in housing need

2.2 The best value review has focussed on the Councils approach to Housing Strategy, Housing Enabling and Homelessness and Housing Advice. Private sector housing currently rests with Environmental Health and has been included in the Environmental Health Best Value Review. Over the last twelve months your officers have examined each of these areas, were available benchmarking and trending performance to build up a picture of the service.

In October 2001, prior to transfer the Councils housing service was subject to a best value review. This review concluded that the service provided was a fair (one-star) service, which would probably improve. The improvement plan for the post LSVT strategic and enabling role is attached as Annex A. This improvement plan has another 3 years to run and therefore remains valid, amended by the results of this review.
