Byelaws made under Section 17 of the Water Act 1945 by the Mayor, Aldermen and Burgesses of the Borough of Shrewsbury
acting by the Council for

PREVENTING WASTE, UNDUE CONSUMPTION, MISUE OR CONTAMINATION OF WATER SUPPLIED BY THEM


1. In these byelaws the expression "the byelaws of 1956" means the byelaws for preventing waste, undue consumption, misuse or contamination of water which were made on the fourteenth day of February 1956 by the Mayor, Aldermen and Burgesses of the Borough of Shrewsbury, acting by the Council and were confirmed on the twentieth day of April 1956 by the Minister of Housing and Local Government.

2.  The following provisions shall be substituted for byelaw 19 in the byelaws of 1956:-

Protection of water fittings from the effect of frost

19. (1) So far as reasonably practicable, every water fitting inside a building shall be so placed as not to render it liable to damage by frost.

 (2) Where a water fitting, whether inside or outside a building, is so placed as to render it liable to damage by frost it shall (unless it is a warning pipe or other overflow pipe) be reasonably protected from such damage.

 (3) The requirements of this byelaw shall, in relation to houses, be deemed to be satisfied if the placing and protection of the fittings are in accordance with recommendations in that behalf contained in the British Standard Code of Practice C.P. 99 (1956) "Frost precautions for the water and sanitary services in buildings". 

 (4) This byelaw shall not apply to any pipe which is used only for a temporary purpose.


Protection of water fittings from other injury

 19A Every water fitting, other than a pipe used only for a temporary purpose, shall, if it is laid or fixed in such a position, either inside or outside a building, as to render it liable to injury from some cause other than frost, be reasonably protected from such injury.

3.  The following provisions shall be inserted in the byelaws of 1956 after byelaw 23:-

Provision of draining taps

 23A In every building or in every part of a building the supply to which is separately chargeable the water fittings (except so much of any service pipe as lies between the main and the stopvalve required by paragraph (1) of byelaw 22) shall be arranged, and fitted with such draining taps as may be necessary, to enable those fittings to be drained of water.

4.  The following further amendments shall be made in the byelaws of 1956:-

(a) In byelaw 1 at the end of the interpretation of "British Standard" there shall be added the words "and 'British Standard Code of Practice' means a code of practice issued and available as aforesaid."

(b) At the end of byelaw 20 there shall be added the words "nor (iii) the placing of any water fitting so as to comply with the requirements of byelaw 19":

(c) The following paragraph shall be added to byelaw 3:-

(2) Every pipe conveying water to an outhouse or other structure within the curtilage of, but having no direct access from, a house shall be fitted with a stopvalve placed thereon:-

 (a) where practicable within the house and as near as possible to the point at which the pipe issues therefrom; and

 (b) in any other case, inside the outhouse or structure and as near as practicable to the point where the pipe enters therein.
